Instructions to Offerors

1. Offer Deadline: Offers must be received no later than 5:00PM on Wednesday, June 14, 2023 by email (ipaspakistan@ipas.org) & courier service (Ipas-Pakistan Office PO Box 1140 Islamabad) mentioning office contact details of sender (office address, landline number and email address, and office/firm website if any). Any offer received after the mentioned deadline will not be considered.
2. Scope of Work: Section 9 contains the scope of work.
3. Negotiations: Best-offer proposals are requested. It is anticipated that awards will be made solely on the basis of these original proposals; however, Ipas reserves the right to conduct negotiations and/or request clarifications prior to awarding a contract.
4. Evaluation and Award: The award will be made to a responsible offeror whose offer follows the RFP instructions, meets the technical specifications and requirements, and is judged to be the most advantageous in terms of lowest cost.
5. Terms and Conditions: Issuance of this RFP does not in any way obligate Ipas-Pakistan to award a purchase order, nor does it commit Ipas – Pakistan to pay for costs incurred in the preparation and submission of a proposal. Any resultant award or lease will be governed by these terms and conditions.
6. Partner Eligibility Criteria: Pakistani private sector firms registered with relevant authority/institution, must be experienced in high quality branding, development and implementation. Technical proposals without a copy of valid registration with the relevant authorities and not having physical presence in Islamabad will not be considered for the next stage of selection.
7. Technical Specifications: The technical application will have more significant importance than cost application in the selection of a successful applicant. It should demonstrate the applicant's capabilities and expertise with respect to achieving the goals of this project. Therefore, it should be specific, complete and presented concisely. The suggested outline for the technical application is:

a) Cover Page: A single page with the following details:

1. RFP number
2. The name of the organization, and the lead.
3. Contact person for the prime Applicant, including individual's name (both typed and his/her signature), title or position with the organization/institution, postal/ office address, landline and mobile telephone and e-mail address.
4. Copy of valid registration with relevant Governmental institutions/authorities
5. Detail of primary bank account with account number, bank name and branch number will also be required to establish banking experience.

b) Institutional Capacity & Technical Approach:

1. Brief description of firm with history of previous work, technical expertise and previous experience in developing and implementing a branding model in Islamabad and/or in the country
2. Firm must be based in Islamabad, please attach evidence of local presence with office details- letter head, address, landline number etc.
3. Attach at least 3 references of similar work during last 3-5 years.

c) Financial Proposal: Financial proposal must be submitted as per Scope of Work mentioned in Section 9.

8. Evaluation Criteria: for Both Scope of Work: The various functional elements of the technical criteria are assigned weighted scores, so that the Applicants will know which areas require emphasis in the preparation of Applications. The relative importance of each criterion is indicated by the number of points assigned; a total of 75 points is possible.

a) Technical Evaluation Criteria and Scoring: Quality of technical proposal: Design, branding, implementation per design approved by Ipas with feasible and cost-effective options plus standard defined for high quality branding = 30 Previous similar experience with completion reports and reference letters = 20

b) Financial Evaluation Criteria:

1. Organizational financial policies and procedures = Weight 5
2. Active status of registration with last 3 years statements from FBR = 5
3. Bank Account Maintenance Certificate in organization name = Weight 5
4. Latest Bank statement with Bank reconciliation for last two months = Weight 5
5. Financial cost of the proposal = Weight 5

9. STATEMENT OF WORK:

9.1 Introduction/Background: Ipas Pakistan is an international non-governmental organization (INGO), working to decrease death and injury from unsafe abortion in Pakistan through policy advocacy, and socially and culturally sensitive interventions, including training of healthcare providers, supporting the sustainability of safe reproductive health technologies, and strengthening national partnerships in support of women's sexual and reproductive health and rights.

Ipas has developed a strategy for involving pharmacies to be branded as a landmark (women friendly pharmacies) to focus on women reproductive health issues specifically linking women directly with the pharmacy.

9.2 Period of Performance: 12th June to 30th June 2023

9.3 Place of Performance: Islamabad District

9.4 Scope of Work:

Ipas Pakistan plans to hire the services of a registered firm- expert in developing and execute branding model for 20 licensed pharmacies/drug stores in Islamabad district- urban and rural without making any structural changes in the pharmacy/drug store. Boarding/billboards may also be required as per the pharmacy requirement. Ipas is requesting a technical and financial proposal in this regard.

9.5 Specifications/Requirements:

1. At least 3 Branding designs (electronic and colored hard copies) should be proposed to Ipas for review and approval with an implementation plan, cost per actual existing size of each pharmacy without making any structural changes.
2. List of 20 selected pharmacies of Islamabad district will be provided by Ipas.
