Strategic Advisor for WeBOC Transformation

  1. Review Project Work Products and Outcomes:
  1. Assess all deliverables from Maersk, particularly related to Business Process Reengineering (BPR), solution design and technical architecture.
  2. Review other project artefacts against stakeholder and project objectives.
  3. Evaluate the feasibility of proposed changes within the existing operational and technical landscape.
  4. Provide detailed recommendations on gaps and enhancements required for alignment with PSW objectives.
  1. Prepare a Gap Analysis:
  1. Identify technical and domain gaps between proposed outcomes as per approved design and the current state of WeBOC.
  2. Identify infrastructure and human resource gaps; and outline critical steps needed to achieve the proposed outcomes within the defined project timelines.
  3. Analyse the existing PSW project management, business, operational and technical capabilities, identify gaps and recommend actions for aligning technical, procedural, and operational elements of the project.
  1. Prepare a Transformation Roadmap and Project Plan:
  1. Develop a transformation roadmap and project plan with clear milestones, deliverables, and timelines.
  2. Ensure the roadmap outlines PSW's strategic goals and operational limitations aligned with FBR's requirements.
  3. Incorporate international best practices for trade facilitation adopted in customs systems globally.
  1. Implementation Strategy:
  1. Design and recommend an implementation strategy that ensures optimal delivery of the new software taking into account various options such as outsourcing, staff augmentation, off-the-shelf solutions etc.
  2. Provide prioritization and propriety of gradual implementation of various components ensuring business continuity.
  3. Advise on the most appropriate technology stack capable of incorporating and integrating with emerging technologies, and third party systems.
  1. Product Evaluations:
  1. Provide advisory support for evaluating critical systems, including:
  • Risk Management System (RMS)
  • Customs Management System (CMS)
  • Other relevant trade and customs platforms
Recommend improvements or replacements, ensuring alignment with international best practices.Help conduct market assessments of various solutions to help determine the optimal way forward.
  1. Resource Assessments and Assignments:
  1. Assess resource requirements for achieving the project's goals, including staffing, skills, and tools.
  2. Advise PSW on optimal resource allocation to address gaps in capacity and expertise.
  3. Recommend strategies for staff augmentation, training, or outsourcing where necessary.
  4. Support PSW identify and hire suitable national and international resources.
  1. Stakeholder Alignment and Communication:
  1. Support PSW in aligning stakeholders (FBR, OGAs, trade bodies) around project goals and outcomes.
  2. Provide input on communication strategies to manage expectations and ensure buy-in.
  1. Monitoring and Reporting:
  1. Develop progress monitoring frameworks for project milestones and deliverables.
  2. Develop a risk management framework addressing potential challenges such as delays, resource constraints, or technical hurdles in the implementation of the project.
  3. Provide continuous feedback on system architecture, quality and adequacy of developed products in terms of proposed features and desired outcome.
  4. Provide regular reports and briefings to PSW leadership and the steering committee on project progress.
Requirements
  1. MBA/Master's in professional field
  2. Proven experience leading large-scale IT transformation projects in customs, trade facilitation, or public sector systems
  3. Strong understanding of system architecture, microservices-based platforms, and business process automation
  4. Expertise in customs digitalization, National single window systems (NSW), risk management systems, and customs management platforms
  5. Experience in policy reform, process reengineering, and system integration for trade facilitation
  6. Ability to map, analyze, and redesign trade and customs-related business processes for efficiency and automation
  7. Experience working with government agencies, trade organizations, and international bodies (WCO, World Bank, IFC, etc.)
  8. Prior experience working with PSW, FBR, or similar public sector entities shall be considered an advantage
  9. Knowledge of global best practices in customs and border management digitalization
  10. Excellent communication skills and project management skills
  11. Strong problem-solving skills, data-driven decision-making, and analytical capabilities
  12. Ability to align digital initiatives with national trade policies and economic goals
