The Government of Pakistan has received financing from the International Development Association (IDA) toward the cost of the Digital Economy Enhancement Project (DEEP) and intends to apply part of the proceeds for consulting services, which shall be implemented by the National Database and Registration Authority (NADRA).

The consulting services ("the Services") include providing professional expertise of a Legal Officer Digital ID Specialist on a monthly lump sum remuneration. NADRA, as the Project Implementing Unit (PIU), seeks to hire a Legal Officer Digital ID Specialist to assist in project management. The consultant, as an expert, will provide required services maintaining the highest standards of integrity and ethics. The initial contract is for one year, with possible extension based on project needs and performance.

NADRA invites eligible candidates ("Consultants") to express their interest in providing services as a Digital ID Specialist for the Digital Economy Enhancement Project. Interested candidates should demonstrate they possess the required qualifications and relevant experience. The shortlisting criteria are:

  1. Master of Laws (LLM), preferably in commercial, corporate, electronic data laws from a recognized university. Foreign degrees require HEC equivalence.
  2. At least 5 years of relevant experience, including a minimum of 3 years as a legal officer/advisor for international projects, preferably World Bank funded.
  3. Well-versed in digital ID laws, data protection, intellectual property laws, PPP legal frameworks, World Bank regulations, and GoP requirements.
  4. Experience in framing and amending rules and regulations for international projects, especially World Bank funded.
  5. Strong skills in legal research and interpretation of laws, rules, and statutes.

Selected candidates must present original documents at the time of interview. Providing false information will lead to disqualification.

Candidates are advised to review the World Bank's policies on conflict of interest as outlined in Sections III, 3.14, 3.16, and 3.17 of the "Procurement Regulations for IPF Borrowers" September 2023.

Selection will be through the Open Competitive Selection of Individual Consultants as per procurement regulations.
