Job Title: Team Leader MERL Support for Climate Investment Fund

The Monitoring, Evaluation, Research and Learning (MERL) Support for Climate Investment Fund programme is a significant assignment that requires effective implementation to achieve its objectives.

The primary purpose of this role is to deliver an independent MERL function to assess delivery against the programme's theory of change and maximise its value for money.

The secondary purpose is to strengthen the global evidence base on private Adaptation and Resilience (A&R) finance mobilisation, providing new and quality evidence on what works effectively in seeking to mobilise private adaptation finance.

The Role

The Team Leader will lead the successful implementation of the programme, including stakeholder engagement, research, monitoring and evaluation, and timely delivery of high-quality outputs.

  • Key responsibilities include:
  • Building strong relationships with key government institutions and implementers of climate finance initiatives, driving delivery and influencing decision making and efforts.
  • Controlling and managing the programme to a successful completion while adding real value for the Government of Pakistan.
  • Overseeing all technical aspects of the programme, providing guidance and troubleshooting when necessary, and devising a strategy that brings sustainable results.
  • Engaging with a wide array of stakeholders, including governments, private sectors partners and development finance institutions.
The Person

To succeed in this role, you will require:

  • An advanced university degree in international development, finance, economics, business administration or another relevant field.
  • 15 years+ of professional experience in the fields of the programme, preferably in Pakistan or South Asia.
  • Proven experience of successfully leading and managing multi-disciplinary technical and operational teams in challenging and fast-changing contexts.
