  • ">
  • The overarching objective of this position is to provide strategic direction and leadership to curb unaccounted for gas (UFG) throughout the network.">
  • This role entails examining strategic issues in UFG and demand management, identifying alternative options to address these issues, and determining the data requirements to support the pros and cons of each option.">
  • Key responsibilities include coordinating the gathering of periodic and on-demand data from operational departments for required analysis to discover points or activities that need to be addressed for minimizing UFG.">
  • This position involves advising UFG department personnel on the direction of analysis and presentation of findings.">
  • Providing UFG guidelines to concerned departments/sections to secure and ensure gas transmission & distribution related assets by monitoring surveillance equipment; inspecting assets, equipment, and access points for maintaining foolproof security of gas.">
  • Guiding operating departments in setting priorities for system segmentation / visibility, theft detection, meter replacement and system rehabilitation through analyses of leak detection surveys variations in gas consumption patterns, and identification of UFG prone areas and consumers.">
  • Reviewing Industrial Surveys reports and preparing analysis on any discrepancies in historical gas consumptions and recording as per planned schedule and in liaison with customers.">
  • Reviewing Meter Inspection Reports (MIR) and suggesting measures to identify and replace/repair slow meters and improve measurement accuracy.">
  • Reviewing leak surveys and rectification targets and gathering resources to increase survey of network in high UFG prone areas and segments to get the desired results.">
  • Organizing meetings with identified stakeholders on possible actions for minimization of UFG, facilitating discussions on pertinent points, making efforts to resolve differences and working towards an agreed set of actions, timelines and quantification of desired results.">
  • Regularly reviewing progress on management's goals and Key Monitoring Indicators to reduce UFG, identifying any adverse tendencies, engaging concerned departments and entities, and making efforts to resolve problems in resource allocation, implementation issues, coordination between departments and entities and other interventions to ensure that plans are effectively implemented.">
  • Revising plans, milestones, and targets and Key Monitoring Indicators (KMIs) as necessary.">
  • Participating in preparation of UFG guidelines for use by operational departments to strengthen security of gas during transmission & distribution, including guidelines for monitoring and surveillance equipment; inspection of assets, measurement equipment, meter proving, and replacement of defective meters and security of access points for maintaining foolproof security of gas.">
  • Engaging with government to respond to inquiries and concerns about UFG performance and cost-cutting initiatives, making attempts to gain cooperation, developing and maintaining effective communication channels to present and reinforce viewpoints on UFG matters needing support from government and external agencies.">
  • Guiding the preparation of UFG-related KMI Audit plans across the organization, reviewing plans for adequacy and completeness, identifying audit resources, engaging audit support staff from Internal Audit, Risk Management, HSE & QA, and counterparts from operational departments, monitoring the finalization of audit checklists, coordinating the conduct of audits, development of reports, closing meetings with audited departments, and consolidation of audit observations for review by the UFG Committee of the Board.">
  • Identifying and periodically visiting UFG-prone sites and Regional Offices for monitoring the conduct of UFG reduction activities, observing and recording important issues, and holding discussions with concerned executives to resolve important issues.">
  • Escalating critical and unresolved issues to the CEO and UFG Committee of the Board.">
  • Examining vigilance reports and evidence from Security Services and Control Gas Theft Operations (SS and CGTO) raids on industrial, domestic, and commercial/bulk domestic targets for unlawful gas usage, evaluating possible implications for SSGC UFG minimization plans.">
  • Engaging Law Enforcement Agencies and concerned executives for initiation of corrective and preventive actions.">
  • Preparing policies and guidelines to launch public awareness program/plan and implementing the same by launching Counter Theft campaign through print and electronic media.">
  • Reviewing drafts of presentations for management, Ministry of Energy OGRA, UFG Committee of the Board, and other high-level entities, identifying points requiring clarity or emphasis, and guiding team in revision of drafts.">
  • Discussing drafts with the CEO and monitoring necessary corrections for CEO approval.">
  • Ensuring timely development of periodic progress reports on UFG reduction plan, ensuring accuracy and validity of reports, identifying variations between plan and actual results, highlighting significant variations and their implications, and disseminating reports for review by management and concerned stakeholders.">
  • Monitoring performance on routine UFG control activities including gas losses reduction, segmentation, underground leak survey and rectification, overhead leak survey and rectification, meters replacement (domestic), theft control, rehabilitation, etc.">
  • Liaising with GOP (Government of Pakistan) and other authorities on matters related to UFG and financing of related projects, (e.g., network rehabilitation in Public Private Partnership where project costs are funded through savings in UFG).">
  • Utilizing and improving capabilities of departmental staff in the use of business analytics to review and analyze patterns and trends in the incidence of UFG across multiple indicators including geographical areas, consumer types, periods, survey results, billing data, etc.">
  • Performing any other task assigned by senior management.">
