
District Health Action Plan Specialist

The primary objective of this role is to contribute to the development of an integrated District Health Action Plan (DAP) on health in Khyber Pakhtunkhwa Province. The successful candidate will work closely with the Provincial Department of Health and other stakeholders to gather and triangulate relevant data, ensure alignment with national and provincial policies, identify priority health interventions, and optimize resource allocation.
Job Description:This Senior Human Resource Expert will be responsible for contributing to the district health situation report, including data triangulation, SWOT analysis, and equity scorecards focusing on HR. Additionally, they will support in developing organisational strengthening plans with revised governance structures, SOPs, and performance systems. They will also help guide the Costing and Budget plan related to HR, and provide assistance in finalising the DAP report.
Key Responsibilities:- Gather and triangulate relevant data from multiple sources to assess the district's health status.
- Ensure alignment of district health priorities with national and provincial policies.
- Identify priority health interventions using available data and a participatory, stakeholder-driven process.
- Optimize the allocation of financial and human resources to maximize health service delivery and outcomes.
- Strengthen district health management and coordination mechanisms to support effective and responsive health service delivery.
To succeed in this role, you will need to have advanced degree (Master's or higher) in Human Resource Management, Business Administration with Human Resource, Public Health, Health Administration, Organizational Development, or a related field. More than 15 years of experience is required, with extensive experience in Human Resources for Health (HRH) planning, including workforce forecasting, workload analysis, and staffing norms.
You must be skilled in designing and implementing performance management systems, supervision frameworks, and incentive schemes. Your expertise should include HR policy development, recruitment and retention strategies, and capacity building initiatives. Familiarity with gender equity, workforce distribution, and health labour market analysis is essential.
You will be proficient in integrating HR components into strategic health planning, budgeting, and monitoring frameworks. Strong analytical and planning skills are required to support effective HRH decision-making. Excellent interpersonal and communication abilities to engage with health sector stakeholders are necessary. Proficiency in developing and implementing HR strategies that promote efficiency, accountability, and equity is expected.
Able to work collaboratively across departments to align HR systems with broader health system goals, detail-oriented with a commitment to transparency, fairness, and continuous improvement in HR practices are desirable skills.
