Senior Institutional Development Expert (Team Lead)

This role requires a highly skilled and experienced professional to provide leadership for the TA, guiding institutionalisation of STS, overseeing SOPs/guidelines, ensuring EPHS and NHSP DLI alignment, and leading stakeholder engagement.

We are seeking an exceptional candidate with a Master's in Public Health, Health Policy, Systems Management, or related degree and 15+ years' overall experience in institutional development, governance, and training systems. The ideal candidate will have familiarity with EPHS, NHSP DLIs, and provincial health governance.

The goal of this TA is to embed the Sustainable Training System within H&PD structures and develop competency-based training content for effective use of the LMS. We are committed to supporting governments to achieve a resilient health system that is prepared for emergencies, responsive to evidence, and delivers equitable, quality, and efficient healthcare services.

The successful candidate will work closely with H&PD staff to develop standardised, competency-based training content that can be integrated into the LMS. They will also provide orientation sessions, mentoring, and handholding support to ensure a smooth transition of the Sustainable Training System.

Key Responsibilities:

  • Institutionalise the Sustainable Training System within H&PD structures
  • Develop competency-based training content aligned with EPHS
  • Institutionalise training standards through LMS integration and optimisation
  • Build government ownership for ongoing management and updating of training content

Requirements:

  • Master's in Public Health, Health Policy, Systems Management, or related degree
  • 15+ years' overall experience in institutional development, governance, and training systems
  • Familiarity with EPHS, NHSP DLIs, and provincial health governance
