This is a highly specialized role that requires the right blend of technical and commercial skills to drive efficiency, accuracy, and strategic alignment across nationwide rollout programs.

The successful candidate will be responsible for sharing infrastructure expertise with mobile network operators (MNOs) and business-to-business (B2B) partners to achieve cost savings and improved operational performance.

The key responsibilities include:

  • Acting as a subject matter expert (SME) on infrastructure sharing to ensure cost-efficient site sharing, technical reconciliations, and rollout optimization.
  • Leading strategic rollout programs at headquarters level, including micro-site rollouts, nationwide macro base transceiver station (MBTS) deployments, and low revenue site (LRS) relocation projects.
  • Serving as the primary techno-commercial liaison with B2B partners and tower companies, handling contract interpretation, commercial negotiations, and ensuring favorable outcomes.
  • Engaging with regulatory bodies, such as the Pakistan Telecommunication Authority (PTA), Frequency Allocation Board (FAB), and other relevant agencies, to secure frequency allocations and manage site-related submissions.
  • Managing and maintaining the Site Master Database (SMDB) to ensure accuracy, timely updates, and alignment across internal technical teams, tower companies, and other organizations.

Key Qualifications & Skills
  • Bachelor's degree in Electrical/Telecom Engineering or MBA (Finance/Strategy).
  • Minimum 5 years' experience in telecom infrastructure sharing, rollout projects, and commercial negotiations.
  • Proven ability to interpret, negotiate, and manage B2B contracts with tower companies and MNOs.
  • Strong understanding of PTA, FAB, and national regulatory frameworks, with hands-on experience in applying for frequency allocations and rollout demands.
  • Hands-on experience in SMDB management, maintaining data accuracy, tenancy reconciliation, and alignment across tower companies, other organizations, and internal systems.
  • Strong technical knowledge of mobile networks, BTS infrastructure, and site deployment processes.
  • Expertise in project management with a track record of leading multiple nationwide initiatives.
  • Excellent stakeholder management and negotiation skills, balancing technical and commercial outcomes.
  • Proficiency in database management, financial analysis, documentation, and Microsoft Office tools.
  • Strong analytical, reporting, and problem-solving skills with ability to connect technical decisions to commercial impact.
