Job Purpose

The Finance Manager is responsible for managing the university's financial planning, budgeting, accounting, reporting, and compliance functions. The role ensures effective utilization of funds, compliance with HEC, Government of Pakistan, and statutory regulations, and supports strategic financial decision-making to achieve the university's academic and operational objectives.

Key Responsibilities

Financial Management & Planning

• Prepare annual budgets, revised estimates, and rolling forecasts in line with university policies and HEC guidelines.
• Monitor budget utilization and control expenditures across departments, campuses, and projects.
• Conduct financial analysis and provide timely management reports to senior leadership.

Accounting & Reporting

• Oversee maintenance of accurate books of accounts in accordance with applicable accounting standards (IFRS/IPSAS, as applicable).
• Ensure timely preparation of monthly, quarterly, and annual financial statements.
• Manage general ledger, accounts payable, accounts receivable, payroll, and fixed assets.

Compliance & Audit

• Ensure compliance with HEC financial regulations, PPRA rules, tax laws (FBR), and other applicable government regulations.
• Coordinate internal and external audits, including HEC and Auditor General audits (for public sector universities).
• Implement audit recommendations and strengthen internal controls.

Revenue & Fund Management

• Manage tuition fee billing, scholarships, financial aid, grants, and endowment funds.
• Oversee research grants, donor-funded projects, and special purpose funds, ensuring proper reporting and utilization.
• Optimize cash flow, bank relationships, and investment of surplus funds as per approved policies.

Procurement & Controls

• Support procurement processes in compliance with PPRA rules and university policies.
• Establish and maintain robust financial controls to minimize financial risk and ensure transparency.

Team Leadership & Systems

• Lead and mentor finance and accounts staff, ensuring capacity building and performance management.
• Oversee implementation and effective use of ERP/financial management systems.
• Develop and improve financial policies, SOPs, and reporting frameworks.

Strategic Support

• Provide financial insights to support strategic initiatives, expansion plans, and academic projects.
• Assist in preparation of feasibility studies and financial models for new programs and infrastructure projects.

Qualifications & Experience

Education

• CA / ACCA / ACMA / CMA or MBA (Finance) / M.Com from an HEC-recognized institution.

Experience

• Minimum
  7–10 years
  of progressive experience in finance and accounting, preferably in a university, public sector organization, or large institution.
• At least
  3–5 years
  in a managerial or supervisory role.

Skills & Competencies

• Strong knowledge of HEC financial regulations and public sector financial management (preferred).
• Sound understanding of Pakistani tax laws and statutory compliance.
• Proficiency in accounting software/ERP systems and MS Excel.
• Strong analytical, reporting, and budgeting skills.
• Excellent communication and stakeholder management abilities.
• High integrity, attention to detail, and problem-solving skills.
