Project: Technical Assistance for Development of the National Multisectoral Nutrition Proposal (Pakistan)

Project specifications:

PATH is leading a technical assistance consultancy to support the development of a national multisectoral nutrition proposal, funded by the Lives and Livelihoods Fund (LLF) and aligned with the Government of Pakistan's PC-I framework.

About the position:

The Proposal Costing Specialist will provide technical support to develop a comprehensive, results-based budget for the proposed multisectoral nutrition investment. Working closely with PC-I custodians within the Government of Pakistan and PATH's technical team, the specialist will lead the costing and financial structuring process in alignment with LLF and Islamic Development Bank (IsDB) requirements.

The position ensures that all financial projections are consistent with national planning and budgeting frameworks, accurately costed by component and activity, and fully compliant with LLF's financing principles and Value for Money (VfM) approach.

Job responsibilities:

Coordinate with relevant government counterparts (e.g., Ministry of Planning, Development & Special Initiatives; Ministry of National Health Services, Regulations & Coordination; and provincial departments) to gather cost inputs and validate financial assumptions. Lead the preparation of detailed cost estimates for each project component and sub-component in alignment with the PC-I structure and LLF guidance. Ensure integration of gender, climate, and safeguards-related activities into the costing framework where applicable. Support PATH and government teams in ensuring consistency between technical design, results-based budgeting, and financing requirements. Participate in review and coordination meetings with PATH's technical team, the LLF Management Unit, and other stakeholders as required.

Required Experience and qualification:

  • Education: Advanced degree in finance, economics, public administration, or a related field.
  • Minimum 7–10 years of relevant professional experience in public sector budgeting, costing, or financial planning for large-scale development programs.
  • Proven experience in preparing or reviewing Government of Pakistan PC-1 budgets, or working within the Planning Commission's financial approval processes.
  • Familiarity with results-based budgeting (RBB) and costing frameworks used by multilateral development banks or donors (e.g., IsDB, World Bank, ADB, or UN agencies).
  • Strong analytical and quantitative skills; proficiency in Excel or financial modeling tools.

Skills/ Abilities

  • Strong collaboration skills and ability to work in cross-functional teams.
  • Strong command of English and local language (Urdu) is preferred.

Advanced proficiency in Microsoft Excel and financial modeling tools; ability to develop complex, well-structured cost frameworks.
