About EMPAK

EMPAK (Emerging Policy and Knowledge) is Pakistan's new-generation Security and Policy Think Tank.

We study shifting global dynamics — from South Asia to the Middle East, Central Asia to the Western Bloc — and generate research-based insights to anticipate change, not react to it.

Our work combines policy research, international engagement, and institutional development to support a proactive, knowledge-driven statecraft.

The Role

The Chief Operating Officer (COO) will serve as a key strategic partner to the Chairperson (Director-General) — leading institutional operations, driving organizational growth, and ensuring EMPAK's long-term sustainability.

You will help transform EMPAK from an idea into a dynamic, globally connected research institution.

Key Responsibilities

  • Oversee EMPAK's operations, HR, and financial systems with excellence.
  • Drive institutional growth and develop partnerships with governments, donors, and think tanks.
  • Implement the 2026–2028 Strategic Plan and ensure delivery of annual targets.
  • Oversee recruitment, performance, and development of staff and analysts.
  • Coordinate with Regional Chairs and Analysts for publication and research delivery.
  • Lead internal communications and ensure smooth collaboration across divisions.
  • Represent EMPAK in national and international forums.

What We're Looking For

  • Master's or higher in Public Policy, International Relations, Management, or Economics.
  • 15+ years of leadership experience in policy, research, or institutional management.
  • Track record of building teams and systems in research or development organizations.
  • Strategic thinker with strong operational, financial, and communication skills.
  • Passion for policy, governance, and global affairs.
