Job Title: Human Resource Payroll Manager

Onsite: DHA, Multan

Job Purpose:

The Human Resources Manager / Head of HR is responsible for the full

spectrum of HR and administrative functions, serving as both a

strategic advisor to Top Management and a hands-on implementer of HR

operations. The role covers compliance with Philippine labor laws,

payroll review, talent management, and policy development, while

ensuring that the organization fosters a compliant, fair, and

engaging workplace.

Duties and Responsibilities:

  1. Strategic HR Planning & Development

  2. Develops and executes HR strategies aligned with the company's

vision and goals.

  • Establishes HR policies, procedures, and programs that address

workforce needs and ensure labor compliance.

2. Payroll & Compensation Oversight

  • Reviews and validates payroll for accuracy, timeliness, and compliance with statutory requirements (SSS, PhilHealth, Pag-IBIG, BIR).

  • Coordinates with Finance/Accounting to ensure accurate

recording of salaries, benefits, and government contributions.

  • Provides management with insights and recommendations on

compensation structures.

3. Compliance & Labor Relations

  • Ensures compliance with DOLE regulations, government-mandated

benefits, and labor standards.

  • Drafts, updates, and communicates HR policies and the Employee

Handbook, ensuring employees are well-informed of company

rules and regulations.

  • Acts as the company's representative in DOLE inspections,

audits, and other government-related HR matters.

4. Recruitment and Employee Administration

  • Manages recruitment, from posting to hiring, ensuring quality

candidates are brought in.

  • Conducts onboarding, orientation, and offboarding processes.

  • Maintains and secures employee 201 files and HR records.

5. Performance Management & Development

  • Implements the company's performance appraisal system.

  • Identifies employee training needs and recommends programs for

skills development.

  • Provides coaching and guidance to managers on performance

improvement measures.

6. Employee Engagement & Workplace Culture

  • Designs and implements initiatives that promote employee

engagement, well-being, and retention.

  • Builds a positive work environment that supports transparency,

inclusivity, and collaboration.

7. HR Reports and Compliance

  • Tracks and reports key HR metrics (e.g., turnover,

absenteeism, recruitment lead time).

  • Submits regular HR reports and recommendations to Top

Management.

8. Other Responsibilities

  • Provides professional HR advice and support directly to Top

Management.

  • Performs other HR-related tasks as required by organizational

needs.

REQUIREMENTS

Bachelor's degree in Human Resources, Business Administration, or a related field (Master's/HR certifications are a plus).

Proven experience as an HR Manager / Head of HR or similar senior HR leadership role.

Strong knowledge of Philippine labor laws and compliance with DOLE, SSS, PhilHealth, Pag-IBIG, and BIR regulations.

Demonstrated expertise in payroll management, recruitment, performance management, and employee relations.

Ability to develop and implement HR policies, systems, and strategies that align with organizational goals.

Excellent communication, leadership, and people management skills with a collaborative mindset.

High level of integrity, confidentiality, and professionalism.

Strong problem-solving and decision-making skills, with the ability to advise top management on HR matters.

Proficiency in MS Office and HRIS systems (experience with payroll/HR software preferred).

Own laptop is a must to perform daily HR and administrative functions efficiently.

Job Types: Full-time, Contract

Contract length: 6 months

Pay: Rs Rs800.00 per hour
