Background:
The Baluchistan Domestic Violence (Prevention and Protection) Act, 2014 provides a comprehensive legal framework to prevent and respond to domestic violence in all its forms physical, sexual, emotional, psychological, and economic occurring within domestic relationships, the law also provides a legal framework to address abuse including mechanisms such as protection committees and shelter services.
Despite multiple efforts, its implementation remains fragmented, hindered by weak coordination, and a lack of a unified operational roadmap. To bridge these gaps and enhance prevention and survivor‑centered response, a clear and actionable Domestic Violence Roadmap is needed. This roadmap will help synchronize efforts across government departments, civil society, justice bodies, and service providers. For this context SPO and UNFPA is engaging a consultant to lead the development of domestic violence roadmap and ensure effective rollout in collaboration with provincial stakeholders.
Consultancy Objective:
- To develop a comprehensive and context-specific Domestic Violence Roadmap for Balochistan that outlines actionable strategies, timelines, and roles of key stakeholders, informed by existing legal frameworks, data, and stakeholder consultations.
- To strengthen inter-agency coordination and survivor-centered response mechanisms by providing clear guidance for government institutions, civil society, and service providers on implementing the Balochistan Domestic Violence (Prevention and Protection) Act, 2014
Scope of Work:
The consultant will develop a comprehensive and context-specific Domestic Violence Roadmap for Balochistan, outlining actionable strategies, timelines, and stakeholder roles based on legal frameworks, data, and consultations. Additionally, the consultant will strengthen inter-agency coordination and survivor-centered response mechanisms by providing clear guidance to government institutions, civil society, and service providers for effective implementation of the Balochistan Domestic Violence (Prevention and Protection) Act, 2014.
Main Responsibilities:
Desk Review and Concept Note Development
- Prepare and submit a detailed inception report including methodology, work plan, and timeline.
- Conduct a thorough desk review of relevant provincial, national, and international frameworks on domestic violence.
- Identify policy gaps, implementation barriers, and opportunities for harmonization with international best practices.
- Conduct initial meetings with key stakeholders, SPO and UNFPA on the scope, mode and modalities of the domestic violence roadmap, particularly with the Women Development Department (WDD) Balochistan.
- Develop a concept note for the roadmap process, explaining its importance, scope, and expected impact and to be presented in the consultative processes.
Stakeholder Consultations and Development of DV Act Roadmap
- Identify and compile a list of key provincial stakeholders to be engaged in the provincial consultation process, including the Women Development Department (WDD), law enforcement agencies, judiciary, relevant line departments, civil society organizations (CSOs), and other government entities.
- Develop a comprehensive agenda for the consultation that outlines session objectives, discussion topics, and expected outcomes.
- Prepare a detailed presentation summarizing findings from the desk review, relevant provisions of the Domestic Violence Act, existing implementation challenges, and proposed roadmap concepts.
- Design and produce supporting materials (e.g., briefing notes, discussion guides, data summaries, reference documents) to facilitate informed and productive dialogue during the consultation.
- Facilitate and lead the provincial consultation, ensuring inclusive participation, documentation of discussions, and collection of feedback from all stakeholder groups.
- Analyze feedback from the consultation and desk review to identify key priorities, gaps, and opportunities for strengthening the Act's implementation.
- Draft the first version of the Domestic Violence Roadmap, ensuring it includes:
Ø Clear objectives aligned with the Act's provisions and provincial priorities.
Ø Strategic actions required for effective implementation.
Ø Designated lead and supporting agencies for each action.
Ø Realistic timelines and milestones.
Ø Measurable indicators for monitoring progress.
Ø Defined coordination and reporting mechanisms.
- Share the draft roadmap with SPO and UNFPA for review and feedback, Revise and finalize the roadmap draft incorporating all comments and recommendations
Final Consultation and DV Roadmap Review and Completion
- Prepare agenda and (draft roadmap, key findings, and proposed implementation matrix) to all participants and key stakeholders in advance.
- Develop a concise, clear presentation summarizing the roadmap's objectives, structure, strategic actions, timelines, and coordination mechanisms.
- Facilitate the third consultative workshop validation meeting, ensuring all stakeholder groups have the opportunity to provide inputs, raise concerns, and suggest refinements.
- Document all feedback, agreements, and recommended changes during the third consultative meeting.
- Integrate stakeholder feedback into the final version of the Domestic Violence Roadmap, ensuring accuracy, clarity, and alignment with the Act's provisions.
- Develop an executive summary highlighting the purpose, scope, and key priorities of the roadmap.
- Prepare an implementation matrix detailing objectives, strategic actions, responsible agencies, timelines, and monitoring indicators.
- Compile annexes containing supporting documents, reference materials, and tools relevant to the roadmap's operationalization.
- Submit the finalized Domestic Violence Roadmap to SPO and UNFPA in editable formats after incorporating final feedbacks from SPO and UNFPA, ready for dissemination and official adoption

Requirements:
- Master's degree in Gender Studies, Law, Public Policy, Social Sciences, or a related field.
- Minimum 10–15 years of relevant professional experience in GBV prevention, policy development, women's rights, or strategic planning
- Strong understanding of the legal and institutional framework related to domestic violence in Balochistan and Pakistan
- Proven experience in developing strategic documents (e.g., roadmaps, action plans) at the provincial or national level.
- Familiarity with the sociocultural and political context of Balochistan.
- Excellent facilitation, coordination, and technical writing skills.
- Fluency in English and Urdu is required; knowledge of Balochi, Pashtoi is highly desirable
