Job Summary

We are seeking a highly skilled procurement professional to join our team as an Assistant Procurement Officer. This role involves conducting procurements, ensuring compliance with regulatory frameworks, and providing operational support.

Key Responsibilities:
  • Support the Procurement Officer in ensuring compliance of procurement activities with UN rules, regulations, policies, and strategies.
  • Prepare and monitor procurement plans for the office and implement them in a timely manner.
  • Conduct procurement cases from start to end under the supervision of the Procurement Officer.
  • Manage procurement contracts and implement internal control systems to safeguard purchasing data and records.
  • Develop rosters of suppliers, elaborate supplier selection and evaluation, quality and performance measurement mechanisms.
  • Collaborate with other team members to deliver services and goods that meet requirements and respond to changing circumstances.
  • Identify potential bottlenecks and issues, prepare documents for submission of prior approvals, import tax exemptions, sales tax exemptions, staff vehicle registrations and deregistrations, export permissions of personal effects and household goods.
  • Follow up on delivery of goods and services, negotiate with vendors as appropriate, create purchase orders and contracts, place orders, and update COPAK procurement records.
Requirements:
  • Bachelor's degree in financial management, business administration, supply-chain management, or related field.
  • Chartered Institute of Purchasing and Supply (CIPS) Level 3 Diploma required; CIPS Level 4 or above preferred.
  • Seven years of progressively responsible experience in project or programme implementation procurement, grant management, operations, business administration, or tax compliance.
  • Experience working with Enterprise Resource Planning (ERP) systems such as SAP or similar system and/or e-tendering/e-procurement systems like UMOJA or similar system.
  • Familiarity with United Nations regulatory frameworks regarding procurement.
  • Experience handling inter-organizational relations and managing international suppliers.
  • Excellent knowledge of spoken and written English with good analytical and communication skills.

Work Environment:

  • This role is based in Islamabad, Pakistan, and may require occasional travel within the country.
