We are seeking a highly skilled and experienced Technical Officer to support the implementation of tobacco control laws in Pakistan.

The successful candidate will work closely with the Ministry of Health and other stakeholders to strengthen systems and develop a national plan for effective law enforcement.

  • Main Responsibilities:
Tobacco Control Law Enforcement
  • Provide technical support for developing a national strategy and action plan for tobacco control law enforcement, including regulations and orders.
  • Advance policy and regulation implementation by advising government agencies and partners, participating in consultations and meetings, and providing inputs as needed.
  • Develop policy-relevant enforcement profiles and status reports, and maintain up-to-date information on tobacco control enforcement.
  • Provide opinion/feedback to counter tobacco industry interference and litigation affecting tobacco control policies.
National Partnership and Coordination
  • Identify potential partners to support and advance enforcement work.
  • Work with national and provincial stakeholders to establish standardized coordination, monitoring, and reporting systems, including the formation of national and provincial monitoring committees.
  • Build and maintain a stakeholder network aligned with our priorities through one-to-one meetings and events.
Capacity Building and Training
  • Support the Ministry of Health in identifying training needs and developing a national capacity building program, with standard materials aligned with global best practices.
  • Assist in and impart trainings and capacity building programs organized by government agencies and our partners.
  • Coordinate with our Global team to collate, document, and disseminate good practices related to tobacco control law implementation and enforcement.
  • Develop and manage a knowledge base of technical resources and materials related to tobacco control enforcement.
Implementation and Monitoring
  • Provide hands-on support to partners in system building at sub-national levels, according to national and provincial frameworks, and improve compliance through effective law implementation.
  • Support monitoring and evaluation of enforcement progress, and identify gaps that need improvement.
  • Support development, implementation, and monitoring of communication plans to enhance TC Law compliance.
  • Contribute to projects' planning, development, and implementation in alignment with our strategies on TC Law enforcement.
Requirements
  • Bachelor's or Master's degree in law, political sciences, public policy, public administration, public health, or relevant fields.
  • At least 5 years of professional experience in policy analysis and development, and/or policy implementation, and/or capacity building preferably in the health sector.
  • Superior analytical skills, risk assessments, and excellent attention to detail.
  • Evident experience in networking and coordination, engaging with multiple government agencies.
  • Significant experience in drafting reports, including regular production schedules and quick turnaround basis.
  • Data research and management skills.
  • Proficient written and verbal communication skills in English.
  • Computer skills mandatory, proficient in Microsoft Office Applications.
