Job Description:

As the epicenter of climate change, Pakistan faces numerous challenges, ranking among the top 10 countries most vulnerable to natural disasters, including floods, glacial lake outburst floods (GLOF), droughts, and others. Climate-induced disasters in Pakistan have caused fatalities, loss of livelihood, and livestock damage, as well as destruction of public and private infrastructure across the country, resulting in significant humanitarian consequences that require adequate emergency response preparedness.

Recently, in 2022, major floods affected around 33 million people, leaving 20.6 million in need of lifesaving assistance, with half being children. A total of 7.9 million people were displaced, while at least 664,000 individuals were placed into relief camps and informal sites. OCHA has been scaling up its operations in Pakistan, focusing on coordination, information management, resource mobilization, and advocacy.

OCHA produces several information products and services, including data collection and coordination, infographics, dashboards, and other items, which inform the humanitarian community in their response to the humanitarian situation in the country. To respond to this need, OCHA is seeking an Information Management Officer to assist in the production and delivery of Information Management products and services. This individual will be part of the Information Management Unit and report to the Head of the Information Management Unit.

The National Information Management Officer (NOA) works closely with OCHA coordination staff and other UN agencies staff to ensure consistent service delivery. The role involves playing a critical supportive role in ensuring the primary objectives of OCHA Pakistan are met by contributing to various functions.

  • Data Analysis & Data Management Functions
  • Geographical Information Systems (GIS) and Mapping Skills
  • Graphic Design and Visualization Skills
  • Content and Web Management Skills

Key responsibilities include:

  1. Supporting data coordination, particularly as it relates to sectors, such as Who Does What Where and When (5W) data and assessment data.
  2. Developing strong links with other IM staff in the humanitarian community to promote coordination and information-sharing between organizations.
  3. Participating in coordination meetings to identify information needs and providing technical support.
  4. Maintaining contact and distribution lists.
  5. Liaising with counterparts in standardizing, updating, and developing robust information management systems through analyzing the most appropriate common operational datasets and fundamental operational data sets required for various themes.
  6. Establishing and maintaining an information management network that facilitates collection of information that builds good humanitarian situation awareness in Pakistan.
  7. Supporting the collection of field information to monitor and improve ongoing response, coordination activities, and information products.
  8. Facilitating Information Management and Mapping-related trainings for humanitarian community, local authorities, and OCHA staff based on needs and requirements.
  9. Incorporating common standards such as P-codes and other standards into datasets and products and ensuring that common operational coding standards are disseminated and used across cluster/sectors/taskforces for data collection and reporting.
