BACKGROUND AND ORGANIZATIONAL CONTEXT
The World Food Programme (WFP) envisions Monitoring and Evaluation (M&E) as a critical function that supports evidence-based decision-making, enhances accountability, and improves the effectiveness and efficiency of its operations. This position is based in District Jacobabad and operates under the overall guidance of the Head of Provincial Office, Karachi, Sindh. The Monitoring Assistant will report directly to the Programme Policy Officer (M&E) and is expected to work independently with minimal supervision. The role is critical in ensuring the quality and accountability of field operations, with a primary focus on monitoring livelihood-related cash-based transfer activities. The incumbent will play a key role in verifying implementation progress, identifying gaps, and supporting evidence-based decision-making to enhance programme effectiveness.
PURPOSE OF THE ASSIGNMENT:
Under the direct supervision of the Programme Policy Officer M&E and overall supervision of the Head of Provincial Office Sindh WFP, the Monitoring Assistant will perform monitoring activities within Sindh and provide reports to support the effective delivery of assistance packages, ensuring project oversight under the guidance of technical staff positioned at various levels.
ACCOUNTABILITIES/RESPONSIBILITIES:
The incumbent will perform the following tasks.
• Verify and report on all planned movements and distributions of food and non-food items during field visits, ensuring that quantity and quality meet WFP standards. Document and escalate any discrepancies or issues to the supervisor for timely resolution.
• Maintain up-to-date records of commodity movements, monitoring checklists, and field documentation, ensuring all information is accurately recorded and stored according to WFP's monitoring plan and reporting requirements.
•Collect and compile programme data on a weekly basis, following established M&E formats and guidance, to support ongoing programme reviews and facilitate evidence-based decision-making.
Liaise regularly with cooperating partners and WFP field staff to gather qualitative and quantitative feedback on programme implementation and incorporate insights into monthly monitoring reports.
•Receive and consolidate community feedback and complaints from beneficiaries and cooperating partners using designated tools, and submit summary reports to the supervisor by the end of each reporting cycle to identify operational gaps or challenges.
•Provide on-site guidance and technical support to cooperating partners on WFP monitoring protocols, tools, and reporting standards during field visits, with the aim of enhancing partners' capacity for effective self-monitoring and increasing WFP's visibility at the community level.
•Draft and submit detailed field mission reports, documenting key findings, challenges, and recommendations regarding programme implementation.
•Follow WFP's emergency preparedness and response procedures during crises, supporting the rapid deployment of food assistance operations and ensuring compliance with emergency response protocols.
•Conduct a minimum of two case studies per quarter to evaluate the impact of WFP interventions on target communities, documenting outcomes, community feedback, and lessons learned for program improvement.
•Undertake purposive monitoring visits after receiving critical issues raised through internal or external sources (e.g., feedback mechanisms, government partners, UN agencies), and report findings with actionable recommendations.
•Represent WFP in all relevant district-level coordination forums, documenting meeting outcomes and submitting concise updates to the Programme Officer.
•Verify beneficiary registration and activity planning in selected villages during field visits, ensuring compliance with WFP's targeting criteria and reporting deviations to the supervisor for corrective action.
•Monitor physical work activities by project participants and training sessions conducted by Cooperating Partners, submitting weekly field reports that assess progress, attendance, and adherence to technical standards.
•Conduct real-time monitoring of cash distribution processes at disbursement points, including beneficiary mobilization, and report any delays or process gaps to the Programme Policy Officer. Ensure accurate and complete data collection during field visits, uploading all monitoring checklists to WFP's designated database system.
•Carry out Post-Distribution Monitoring (PDM) of food and cash assistance activities within two weeks of each cycle, documenting beneficiary satisfaction, effectiveness of distribution, and areas for improvement.
•Prepare weekly monitoring plans in coordination with the supervisor, and maintain updated documentation (including program checklists and visit schedules) to ensure organized and efficient field oversight.
•Log resilience-related challenges and innovations in WFP's Issues Tracking System, following up with relevant focal points to identify solutions that promote sustainability, local engagement, and risk reduction.
•Facilitate field visits for donors and external stakeholders with a focus on resilience outcomes, showcasing community-built assets, inclusive participation, and the long-term impact of WFP's resilience-building interventions.
•Any other duties in line with the position level and expertise
Education:
Completion of Secondary Education. First level university degree in Public Administration, Social Sciences, Economics & Statistics is an advantage.
Experience:
Four years of experience in monitoring & evaluation. Field work experience in any sector of social development.
Ability to produce good quality report coupled with good analytical skill
Knowledge & Skills:
Good Command on MS-office Ability to effectively communicate with beneficiaries and the district authorities. Knowledge of local context/language/ geographic areas etc. is preferable
Languages:
Fluency in English language, Urdu, and local languages.
