Job Purpose:

Our client, the Ministry of Energy & Petroleum, is hiring a dynamic Technical Expert – Minerals to provide technical expertise in mineral exploration, project evaluation, environmental management, and policy formulation. The role aims to support the sustainable development of Pakistan's mining sector by enhancing the quality of mineral resource assessments, promoting responsible investment, and driving sectoral reforms aligned with global sustainability standards.

Qualifications & Eligibility

·Academic Requirements:

oMaster's degree in Mining Engineering, Geology, Mineral Economics, or related field.

·Professional Experience:

oMinimum 7 years of experience in mining operations, mineral policy advisory, or project management in the mining sector.

·Preferred Skills:

oStrong understanding of mineral resource estimation, feasibility studies, and value chain development.

oFamiliarity with mining legislation and environmental compliance.

Key Responsibilities:

• Review and evaluate technical proposals, geological reports, feasibility studies, and resource assessments submitted by mining companies and potential investors.
• Advise on exploration licensing processes, including technical evaluation of work programs, resource estimation methodologies, and compliance with national geological standards.
• Provide technical input on environmental and social management aspects of mining projects, ensuring alignment with international best practices and national environmental legislation.
• Support the development and implementation of mineral sector policies, strategic roadmaps, and regulatory reforms to promote sector growth and sustainability.
• Contribute to the design and promotion of investment opportunities in Pakistan's mineral sector, including the preparation of geological data packages and promotional materials for investors.
• Analyze global market trends, mineral commodity pricing, and technological developments to inform policy advice and sector planning.
• Participate in inter-ministerial committees and technical working groups on mining policy, land management, environmental protection, and infrastructure planning.
• Provide capacity building, technical training, and knowledge sharing for Directorate staff on geology, mining engineering, mineral economics, and sustainability standards.
• Prepare technical reports, policy briefs, and presentations for senior decision-makers, regulators, and investment stakeholders.
• Strong technical background in geology, mining engineering, mineral resource estimation, or mineral economics.
• Familiarity with international exploration standards (e.g., JORC, NI 43-101) and sustainability frameworks relevant to mining operations.
• Knowledge of mineral commodity markets, value chains, and resource-based economic development strategies.
• Technical evaluation skills for project feasibility, resource assessments, and environmental management.
• Policy advisory and strategic planning abilities with a focus on sustainable development and responsible mining.
• Strong analytical thinking, report writing, and presentation skills.
• Effective engagement skills for working with investors, regulatory authorities, and local communities.

Monitoring & Evaluation:

• Monitor the technical performance of exploration and mining projects, including compliance with license obligations, environmental management plans, and development milestones.
• Track the effectiveness of sector policies and investment promotion strategies.
• Contribute to continuous improvement of technical standards and sector governance mechanisms.

Remuneration

• As per SPPS-III pay scale: Market-competitive remuneration package with applicable allowances as per Government of Pakistan rules.
