1. Background

The Association for Gender Awareness & Human Empowerment (AGAHE) is working as a registered not-for-profit organization since 2007 in Punjab Province with a vision "To create an enabling environment for vulnerable segments of society, where they can utilize their full potential for improvement in their lives and have equal opportunities to safeguard their rights". To strengthen its internal operational efficiency and enhance human resource management, AGAHE seeks to develop a customized Human Resource Information System (HRIS) that is tailored to the specific needs of a not-for-profit organization.

2. Objective

The objective of this assignment is to design, develop, customize, and implement a fully web-based, secure, and scalable HRIS solution that automates and integrates key HR functions of AGAHE including recruitment, onboarding, attendance, payroll, performance management, training, and employee self-service.

3. Scope of Work

The selected company will be responsible for:

3.1. System Design & Customization

  • Customize modules in accordance with the workflows and HR policies of AGAHE.
  • Design a user-friendly interface for various user roles (Admin, HR, Managers, Staff).

3.2. Core Modules

  • Employee Management (Profiles, Contracts, History etc.)
  • Recruitment Management
  • Leave & Attendance Tracking (Integrated with biometric )
  • Payroll Management
  • Training & Development
  • Performance Management
  • Document Management
  • Role-based Access & Security Controls

3.3. Implementation & Deployment

  • Setup system on AGAHE's server or cloud-hosted option.
  • Conduct initial system configuration and data migration.
  • Test system usability, functionality, and security.

3.4. Capacity Building & Support

  • Train HR staff and relevant users.
  • Provide user manuals and technical documentation.
  • Offer post-deployment technical support for at least 6 months.
  • Detailed project plan and timeline
  • Customized and fully functional HRIS platform
  • Training sessions and manuals
  • Deployment and configuration of the system
  • Final report with recommendations and future maintenance roadmap

5. Qualification Criteria for Bidders:

  • At least 3 years of experience in HRIS/ERP software development.
  • Proven experience with non-profit or NGO sector HR systems (preferred).
  • Valid registration with FBR/SECP or equivalent authorities.
  • Capacity to provide local and remote technical support.
