Under the overall supervision of the Chief of Mission (CoM) in Pakistan and the direct supervision of the Procurement and Logistics Officer, the successful candidate will be responsible and accountable for supply chain activities, guided by Supply Chain Management (SCM) objectives to deliver quality goods/services to beneficiaries at optimal prices and in a timely manner.

Responsibilities

  • Receive and consolidate all procurement requisition forms; verify they have all required information and comply with the Purchase Authorization Matrix and other office instructions, obtaining any necessary additional information.
  • Assist supervisors in more complex, higher-value purchases.
  • Prepare tender documents, solicit bids and quotations as applicable; prepare bid analysis summaries and share them with the requesting unit; participate in evaluation processes and provide technical inputs.
  • Once the purchase is approved, confirm terms of agreement with suppliers, prepare relevant documentation (purchase order, contract, etc.), and coordinate required authorizations.
  • Monitor open requisitions and follow up on timely delivery; upon delivery, coordinate with the receiving unit for satisfactory delivery notes.
  • Review vendor invoices, prepare payment requests, and coordinate with Finance for timely payments.
  • Create and maintain physical and electronic records of procurement documentation; retrieve, analyze, and report on procurement activities.
  • Conduct market surveys to identify potential suppliers/service providers and evaluate them based on quality, prices, and services.
  • Track contractual agreements and inform concerned parties for renewals; monitor office supplies and utilities, and coordinate payments.
  • Provide procurement training and guidance to staff.
  • Perform supply chain tasks related to property, asset management, warehousing, insurance, maintenance, and transportation.
  • Coordinate fleet operations, including vehicle scheduling, logbook monitoring, and maintenance coordination.
  • Supervise and mentor junior SCM staff, supporting their professional development.
  • Perform other related duties as assigned.
Requirements

Education

  • University degree in Business Administration, Accounting, Logistics, Supply Chain Management, or related field with three years of relevant experience; or
  • High school diploma with five years of relevant experience.
  • Certification in Procurement, Logistics, or Supply Chain Management is advantageous.

Experience and Skills

  • Experience in procurement and logistics, working with vendors and service providers.
  • Experience with asset management processes.
  • Experience with IOM/UN procurement and logistics rules preferred.
  • Experience working in international organizations is an advantage.
  • High computer literacy.
  • Ability to work with national and international institutions.
  • Strong report writing, communication, and negotiation skills.
  • Ability to establish resource requirements aligned with organizational needs.
