Deputy Chief Engineer Job Description

This is a senior engineering position that oversees the application of non-destructive testing techniques on pipelines.

The purpose of this role is to manage land acquisition requirements for projects relating to transmission pipelines and compression stations.

The jobholder ensures timely arrangement of land for projects, coordinates with external stakeholders and leads planning activities to determine feasible pipeline routes.

Main Responsibilities:

1. Organize NDT Services: Arrange third-party service providers to conduct impartial and independent assessments of pipeline conditions.
2. Review Reports: Ensure service providers apply NDT in accordance with international standards and review assessment data.
3. Pipeline Integrity: Apply NDT techniques to monitor pipeline integrity and detect defects before they result in severe damage or non-compliance.
4. Tender Review: Review third-party welding tenders including bill of quantities and technical details, providing technical inputs.
5. Standard Operating Procedures: Check method statements and standard operating procedures for project monitoring and control purposes.
6. HSE & QA Approval: Seek approval of documents from Health, Safety, Environment and Quality department.
7. Third-Party Inspection: Monitor plans to execute third-party inspection and construction activities.
8. SUPVISE NDT Activities: Supervise activities pertaining to non-destructive testing.
9. Implement Quality Assurance: Implement and oversee quality assurance measures for NDT processes.
10. Deliverables Compliance: Ensure accuracy, reliability, and compliance with industry standards in all NDT deliverables.
11. Critical Infrastructure Assessments: Conduct comprehensive assessments of critical infrastructure using NDT techniques.
12. Component Reliability: Provide insights into the structural integrity and reliability of components within the natural gas transmission system.
13. Pipeline Project Monitoring: Monitor or witness pipeline project activities including excavation, pigging, commissioning and handing over to the Transmission department.
14. Tender Preparation: Prepare pre-qualification tenders of inspection, NDT testing and other jobs including welding, radiography etc.
15. Land Acquisition Strategies: Develop and execute strategic plans for land acquisition for future projects, ensuring alignment with overall objectives and regulatory requirements.
16. Land Utilization Planning: Oversee the planning of land utilization for natural gas infrastructure projects, optimizing space for pipelines, compressor stations and other facilities.
17. Regulatory Compliance: Ensure compliance with legal requirements and conduct due diligence in land transactions, mitigating risks and ensuring the integrity of land-related activities.
18. Resource Allocation: Collaborate with relevant departments to effectively allocate resources for land-related activities.
19. Budget Management: Manage budgets to ensure cost-effective solutions without compromising on quality.
20. Project Coordination: Work closely with design and engineering teams to coordinate land requirements for various projects, ensuring seamless integration with overall project plans.
21. Community Engagement: Facilitate community engagement initiatives related to land acquisition, addressing concerns and promoting positive relationships with local communities.
22. Environmental Sustainability: Collaborate with environmental experts to conduct assessments, ensuring that land activities align with environmental sustainability goals.
23. Pipeline Route Determination: Lead the planning activities to determine the most feasible pipeline route through organizing engineering surveys and using tools like satellite maps.
24. Reconnaissance Site Survey: Organize reconnaissance site survey using GPS, camera and other tools to determine the tentative route of the pipeline with number of crossings along the route.
25. Stakeholder Feedback: Coordinate with external stakeholders for feedback and inputs on the pipeline route.
26. Risk Identification: Identify and assess risks under their management/ownership.
27. Additional Tasks: Undertake any other task as assigned by superiors.

Key Requirements:

• Engineering graduate from recognized university with at least 6 years of experience. Master degree preferred.
• PEC registration mandatory.
