Position Title:

Specialist in Data Governance and Interoperability (SPPS-III)

Position Overview

The Ministry is seeking a highly qualified professional to lead the development and implementation of national data governance and interoperability frameworks. The incumbent will address challenges arising from fragmented data systems across federal and provincial levels and enable integrated, data-driven decision-making to support smart agriculture and digital transformation initiatives.

Key Responsibilities


• Develop and implement a National Data Governance Framework and Interoperability Blueprint.


• Establish data warehousing, metadata standards, and taxonomy protocols for agriculture-related systems.


• Recommend and oversee adoption of data interoperability standards and frameworks (e.g., DCAT, NIEM).


• Design and implement data sharing SOPs, MoUs, and legal instruments to ensure secure inter-agency collaboration.


• Conduct data maturity assessments and propose capacity-building measures for MNFSR entities.


• Define and enforce data security and compliance protocols (GDPR, IAM, encryption).


• Lead the integration of digital agriculture systems with the national data architecture.


• Provide advisory support on technologies for data processing, storage, analytics, and GIS mapping.


• Coordinate with federal and provincial stakeholders for data harmonization and alignment.


• Prepare periodic reports, reviews, and strategic insights on data governance initiatives.

Qualifications & Experience


• Education: Master's degree (18 years or above) in Computer Science, Data Science, Information Science, Business Analytics, or a related field from an HEC-recognized institution.


• Preference for certifications in Enterprise Architecture, Information Security, Data Governance, or Interoperability Standards.


• Experience: Minimum 7 years of relevant professional experience in data governance, interoperability, or enterprise data management.

Technical Skills


• Hands-on expertise in Collibra, Apache Atlas, SQL Server, PostgreSQL, AWS, and Azure.


• Familiarity with DCAT, NIEM, ISO 27001 frameworks.


• Knowledge of federated system design, Python scripting, and API integrations.


• Experience in AgriGIS mapping, big data analytics, and digital agriculture systems.


• Strong project management and stakeholder engagement skills.
